About this opportunity

The Department of the Army Materiel Command Contracting Command at Redstone Arsenal is seeking a follow-on contract for the Poland WISLA System Integration and Suitability Assessment (WISLA-SISA) project. The requirement involves ongoing data analysis from the WISLA-SISA effort, with a focus on developing Integrated Battle Command System (IBCS) Fire Control software and LINK-on-ELES (LoE) software support. The government intends to sole-source this contract to Lockheed Martin Missiles and Fire Control (LMMFC), citing their unique technical expertise and full disclosure of the technical data package. The solicitation is classified under the Engineering Services NAICS category (541330) and Guided Missiles Maintenance/Repair Product Service Code (J014). Potential offerors must submit any questions or concerns by email to the Contracting Officer James S. Casper or Contract Specialist Sarah K. Cottrell by March 24, 2025.

The pre-solicitation notice indicates no specific set-aside for small businesses or disadvantaged vendors, and the contract will be awarded directly to LMMFC under FAR Part 6.302-1(a)(2)(iii)(A) and (B) exemptions. The proposed source, Lockheed Martin Missiles and Fire Control located in Grand Prairie, Texas, has been identified as the sole qualified contractor due to proprietary intellectual property rights. While specific contract value and duration are not detailed in the notice, the effort appears to be a continuation of ongoing software and system integration work for the WISLA project. The contract will leverage LMMFC's existing technical data package and specialized knowledge, which the government currently lacks the rights to competitively bid. The procurement is being managed by the Army Contracting Command at Redstone Arsenal, a defense-focused contracting entity.
