About this opportunity

The US Geological Survey Office of Acquisitions and Grants seeks modification of VBA data parser code for the Microscope laboratory's Point Count instrument, with quotes due July 30, 2026 and questions due July 15, 2026. This procurement is a total small business set-aside issued as RFQ 140G0226Q0082 under FAR Part 12 commercial acquisition procedures.

Performance runs August 10 through September 9, 2026. The work requires 26 hours of software development split across two contract line items: 24 hours to develop an application parsing Point Count instrument report data and extracting specific fields including LIMS ID, Sample ID, analysis date, analyst name, instrument type, and light sources; and 2 hours for implementation. The updated parser must accommodate transposed data columns, process single-sample results instead of multiple samples, and provide optional settings to create individual parsed files or combine data from multiple report files into a single output. The parser must extract and map Total% and %(MMF) percentage values and count data for maceral and mineral parameters to corresponding Sample Master LIMS fields.

NAICS code is 541512, Computer Systems Design Services; PSC is DA01, IT and Telecom — Business Application/Application Development Support Services (Labor). Award will be made to the lowest-priced, technically acceptable offeror using LPTA evaluation, with lowest price assessed first and subsequent offers evaluated only if prior offers are technically unacceptable. Quotations must include contact information, UEI number, and detailed technical specifications describing the proposed development approach and deliverables. Offerors must be registered in SAM with active accounts and be manufacturers or federally authorized distributors or resellers. Questions and quotes are submitted electronically to Contracting Officer Janice Moye at Janice_Moye@ios.doi.gov. Amendment 0001 was posted July 14, 2026 and cancels the original solicitation due to requirement changes; offerors must acknowledge receipt of the amendment.
