About this opportunity

The Federal Aviation Administration's Southwestern Region is seeking a design-build contractor for a new Air Traffic Control Tower (ATCT) at Pocatello Regional Airport (PIH) in Idaho. This market survey invites qualified firms to submit proposals for a comprehensive design and construction project that will replace the existing ATCT facility. The solicitation requires potential contractors to review detailed technical documentation, including the Terminal Facilities Design Standard (TFDS) Version 2.2, which provides extensive architectural and engineering specifications for the project. Interested firms must submit their market survey responses by March 25, 2025, with any questions due by March 14, 2025. Contractors will be evaluated based on their capability to meet the FAA's stringent design standards, which emphasize operational reliability, energy efficiency, and long-term facility performance.

The contract opportunity is not set aside for any specific business category and is open to commercial and institutional building construction firms under NAICS code 236220. The anticipated project budget ranges from $40 million to $65 million, indicating a substantial infrastructure investment. The new ATCT is designed to have a minimum 75-year service life and must incorporate complex technical requirements, including 100% redundant HVAC systems, specialized building automation systems, and detailed structural integrity specifications. While no incumbent contractor is mentioned, the project requires advanced engineering expertise in airport facility construction, with particular attention to critical spaces like control towers and electronic equipment rooms. The FAA explicitly notes that this market survey does not guarantee procurement and that firms will not be reimbursed for costs associated with preparing and submitting responses.
