About this opportunity
The Naval Information Warfare Systems Command (NAVWAR) intends to issue a Full and Open competitive Request for Proposal (RFP) for a Wide Area Networks (WAN) Contract supporting the Automated Digital Network System (ADNS) and Enterprise Pier Connectivity Architecture (EPCA). The procurement will focus on providing connectivity to the Fleet via tactical networks, including hardware and software for Surface, Ship, Submarines, Aircraft, and Naval Shore stations. The contract will involve procuring Commercial-Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) hardware and software, with a specific emphasis on Communication as a Service (CaaS), which will transition to a software-only containerized solution by 2029. The RFP is scheduled for release in Q2FY25, with a contract award anticipated in Q4FY25, and interested parties must submit questions or comments in writing to the designated Contract Specialist and Contracting Officer. Potential bidders are advised to monitor the System for Award Management and NAVWAR E-Commerce Central websites for future updates.
The procurement will be conducted as a Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ) contract with an eight-year ordering period and no specific set-aside designations. The contract will utilize a Firm Fixed Price (CLIN) structure covering ADNS Systems, CaaS Hardware, Cyber Threat Upgrades, Mission Focused Upgrades, Spares, EPCA Systems, and Software. While specific award values are not disclosed, the contract aims to provide comprehensive network solutions for various naval platforms, with an initial MVP hardware set including a server, switch, and router. The procurement falls under NAICS Category 334210 (Telephone Apparatus Manufacturing) and PSC Category 58-P (Communication/Detection/Coherent Radiation), indicating a focus on advanced communication and networking technologies. Potential contractors should be prepared to demonstrate capabilities in developing and integrating complex network systems for military applications.

REVISED 21 March 2025:
This revised synopsis serves to formally inform industry of a scope change and
subsequent renaming of the Wide Area Networks (WAN) Multiple Award Contract (MAC)
to the Automated Digital Network System (ADNS) MAC. Due to a shift in Naval priorities,
the aforementioned WAN MAC has been rescoped to only include ADNS requirements. As
a result, Enterprise Pier Connectivity Architecture (EPCA) will no longer be included within
the scope of the intended solicitation.
All future correspondence and documentation shall refer to this solicitation as the "ADNS
MAC".
This revised synopsis serves to meet the requirement of FAR 5.201. The Naval
Information Warfare Systems Command (NAVWAR), in support of the Program Executive
Office for Command Control, Communications and Computers (PEO C4I) Program
Manager, Warfare (PMW) 160, Tactical Networks, intends to issue a Full and Open
competitive Request for Proposal (RFP) N0003925R9510 for the ADNS MAC procurement.
The RFP will be released in Q3FY25, with a contract award estimated for the Q1FY26
timeframe.
ADNS is a Navy Program of Record (POR) that adapts a variety of Commercial-Off-the-
Shelf (COTS) and Government Off-the-Shelf (GOTS) hardware and software. Due to
configuration and technical upgrades, ADNS is fielded in differing variants for Surface,
Ship, Submarines, Aircraft, and Naval Shore stations. Communication as a Service
(CaaS), a software-defined routing capability that is integrated under the ADNS POR, will
be delivered via a Minimum Viable Product (MVP) hardware set that includes a server,
switch, and router. Beginning in 2029, CaaS versions will be software only, containerized
and hosted on ADNS.
The ADNS MAC will be conducted under full and open competition. The Government
anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) MAC with an eight (8)
year ordering period. The Government anticipates utilizing a Firm Fixed Price (FFP) CLIN
structure for: 1) ADNS Systems to include: CaaS Hardware, Cyber Threat Upgrades &
Mission Focused Upgrades, 2) Spares, and 3) Software.
