About this opportunity

The Department of State is seeking quotations for preventive maintenance services on Building Automation Systems (BAS) at the U.S. Embassy in Djibouti through Request for Quotations 19DJ1026Q0007. The contract requires a firm fixed-price agreement for a one-year base period plus two optional one-year periods to maintain three Honeywell WEBS Niagara-based BAS systems that control HVAC equipment, chilled water systems, air handling units, and related climate control infrastructure across multiple embassy buildings. Contractor personnel must possess a minimum of five years of BAS experience and manufacturer-specific training certifications, along with appropriate security clearances ranging from TOP SECRET with escort to TOP SECRET for unescorted access, depending on facility access requirements. Award will be made to the lowest-priced, acceptable, responsible offeror based on initial quotations without discussions unless competitive-range discussions become necessary. Critical deadlines include May 7, 2026, for Requests for Information submissions to djiboutiprocbids@state.gov and May 18, 2026, at 4:30 p.m. local time for quotation submission.

This is not a set-aside contract, and no incumbent contractor is identified in the solicitation materials. The contract requires the contractor to provide three equally-spaced preventive maintenance site visits annually, with deliverables including pre-travel and post-travel reports, spare parts schedules, cost estimates, BAS backups, updated documentation, and equipment inventory data, all subject to 15-year retention requirements. Offerors must demonstrate established business operations or provide a plan to establish an office within 30 days of award, maintain Defense Base Act insurance, and comply with extensive security and classification requirements for sensitive information related to Controlled Access Areas. Performance will take place in Djibouti, and all submissions must include completed SF-1449 forms, pricing details, representations and certifications, proof of SAM registration, and supporting documentation demonstrating qualifications and capacity to perform.
