About this opportunity
The National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, Pacific Marine Environmental Lab (PMEL) has issued a Special Notice announcing its intent to negotiate a sole source contract with SeaTrac Systems, Inc. of Marblehead, MA. The procurement is for a SeaTrac USV (Uncrewed Surface Vehicle) system that will be deployed at research sites spanning from the Bering Sea to the tropics. NOAA is utilizing sole source authority under FAR 13.106-1(b)(1) for this acquisition. The agency has determined that SeaTrac Systems is the only vendor capable of manufacturing and distributing the specific type of modified/custom USV system required for NOAA's operational and research needs. This specialized system features WING modifications that have been reviewed and approved by PMEL scientists and engineers.
The sole source determination is based on NOAA's requirement for a unique USV platform that PMEL engineers and scientists have collaborated with SeaTrac engineers to modify specifically for PMEL scientific purposes. Other USV platforms are deemed unsuitable due to limited field testing, lack of winch design, inability to integrate PMEL sensors and/or TELOS systems, and lack of approval from PMEL engineers. The contract requires delivery within 90 days from the date of award. While this is not a competitive solicitation, firms believing they can fully meet the government's requirements may submit substantiating documentation within 15 days after publication of this notice on July 2, 2025, making the response deadline July 17, 2025. Any submitted documentation will be evaluated solely to determine whether to conduct the procurement on a competitive basis, though the final determination remains at the government's discretion.
