About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking a ship repair contractor to provide Preventive Maintenance Availability (PMAV) support for the USS MICHAEL MONSOOR (DDG-1001) at Yokosuka Naval Base, Japan. The solicitation requires contractors to possess an active Master Agreement for Repair and Alteration of Vessels (MARAV), specifically a Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR). The specific maintenance work includes mechanically cleaning the air conditioning plant condenser, overhauling the NR2 Auxiliary Seawater Pump, and overhauling the NR2 Fire Pump. Price will be the dominant factor in source selection, with contractors evaluated on technical acceptability and lowest total price. Offerors must submit their complete proposal electronically by April 28, 2025, at 10:00 AM Japan Standard Time, and must be authorized to operate and do business in Japan.

The solicitation is not set aside for any specific business category and will be awarded as a firm fixed price job order. The period of performance is from June 1-2025 through June 20-2025, covering a total of 20 days of maintenance work at Yokosuka Naval Base in Kanagawa, Japan. While specific contract value details are not explicitly stated, the contract will be executed under an existing MARAV agreement. Firms without an active MSRA/ABR may be considered if sufficient time exists for the Navy to assess their application without impacting vessel availability dates. The opportunity is categorized under NAICS code 336611 (Ship Building and Repairing) and PSC category J999 (Non-Nuclear Ship Repair), indicating the specialized nature of the maintenance services required.
