About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price delivery order for the material procurement of Aft Bellcranks in support of the MH-60R aircraft currently in service with the United States Navy. This procurement is being conducted as a sole source contract under the authority of Title 10, U.S.C. 3204(a)(1) and FAR 6.302-1, which permits award to a single source when no other supplies or services will satisfy agency requirements. The primary objective is to bring numerous fleet aircraft back into Fully Mission Capable (FMC) status through the provision of critical aircraft components. Lockheed Martin Rotary and Mission Systems (LM RMS) of Owego, New York, has been identified as the sole capable contractor, possessing exclusive designer, developer, systems integrator, and manufacturer capabilities for the MH-60R/S aircraft platform, along with the requisite technical data, skilled personnel, manufacturing tooling, and test equipment. While this notice indicates the Government's intent to conduct a sole source award, interested parties may submit proposals within thirty days of publication, with the determination to compete remaining solely within Government discretion. The response deadline for this pre-solicitation notice is November 14, 2025.
This procurement carries no set-aside designation and is anticipated to be awarded to the incumbent contractor, Lockheed Martin Rotary and Mission Systems. The notice does not disclose specific contract value, quantity of Aft Bellcranks required, or detailed timeline for delivery and completion. The procurement is classified under NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC code J015 (Maintenance/Repair/Rebuild of Equipment—Aircraft and Airframe Structural Components), indicating the technical nature of the required components. As a material-only procurement under an existing Basic Ordering Agreement (N0001923G0002), this delivery order represents a focused effort to address fleet readiness requirements for active MH-60R helicopter operations. Interested parties with subcontracting inquiries should direct questions to Mr. Brian Simps, the identified Government point of contact for this opportunity.
