About this opportunity
The United States Marine Corps Project Manager Marine Air Ground Task Force Command & Control (PM MAGTF C2) is requesting white-paper responses on Hardware-as-a-Service (HaaS) approaches to procure, maintain, and sustain COTS/GOTS infrastructure supporting command and control operations, with responses due by August 5, 2026. This is market research under FAR Part 10 with no binding obligation and no award commitment.
PM MAGTF C2 operates two hardware configuration tiers: "Light" systems with a minimum of 12 processor cores, 128 GB RAM, and 12 TB storage; and "Heavy" systems with a minimum of 64 processor cores, 256 GB RAM, and 34 TB storage. The infrastructure must support command and control across all Marine Corps echelons in home station operations, exercises, testing, training, and overseas deployments in denied, degraded, intermittent, and low-bandwidth (DDIL) environments.
Three primary capability gaps drive the RFI: rapid obsolescence with lengthy 9–12 month approval cycles per iteration, streamlining materiel fielding and training under the Total Package Fielding process, and sustainment of deployed COTS/GOTS equipment including preventive and corrective maintenance, security patching, and component replacement. Responses must address proactive obsolescence management, streamlined certification and continuous security validation, flexible technology refresh cycles, automated patching and updates, remote troubleshooting, predictive maintenance, spare-parts logistics, integration with existing Marine Corps systems including GCSS-MC, and hardware currency no older than three to five years. Solutions should support high availability, minimize size/weight/power/compute (SWAPC), and maintain comprehensive security features including encryption and identity management.
Responses are limited to 15 pages and must be submitted electronically to joseph.s.newton@usmc.mil and bryan.keys@usmc.mil with RFI number M67854-26-I-0172 in the subject line.
