About this opportunity

The Naval Air Systems Command (NAVAIR) is issuing a pre-solicitation notice for non-recurring engineering services and execution of common tooling disposition to support the transition of AH-1Z and UH-1Y helicopter production lines to cessation. The procurement will involve proper determination and disposition of both Government Furnished Property (GFP) and Contractor Furnished Property for tooling common to both aircraft models. NAVAIR intends to negotiate with Bell Textron Inc. on a sole source basis under a Basic Ordering Agreement (BOA) Delivery Order, citing that Bell is the only responsible source capable of meeting Marine Corps requirements due to their unique position as the sole designer, developer, manufacturer, and system integrator of these aircraft systems. The justification for sole source procurement is based on 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as Bell possesses exclusive data, technical skills, and requisite knowledge of the aircraft's design and operational characteristics. The Government will consider capability information received prior to September 24, 2025, solely to determine whether to conduct a competitive procurement instead.

This procurement does not utilize any set-aside designation and is targeted specifically at Bell Textron Inc., located at 3255 Bell Flight Blvd, Fort Worth, TX 76118. The notice explicitly states this is for information purposes only and is not a request for competitive proposals, though interested parties may identify their capabilities and interest by the closing date. The contract falls under NAICS code 336411 (Aircraft Manufacturing) and PSC code 1520 (Aircraft, Rotary Wing), reflecting the specialized nature of rotary-wing aircraft tooling and production support services. No specific award values, budget ranges, or detailed timelines for service delivery are provided in this pre-solicitation notice. The Government retains sole discretion in determining whether to proceed with competitive procurement based on any responses received, and parties interested in subcontracting opportunities are directed to Bell Helicopter's supplier website for additional information.

Notice text

The Naval Air Systems Command (NAVAIR) intends to negotiate with Bell Textron Inc. (Bell) 3255 Bell Flight Blvd, Fort Worth TX 76118 on a sole source basis under a Basic Ordering Agreement (BOA) Delivery Order to procure non-recurring engineering and execution of common tooling disposition to support transition of the AH-1Z and UH-1Y production line to cessation. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C.3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, in that Bell is the only responsible source and no other supplies or services will satisfy Marine Corps requirements. Bell is the sole designer, developer, manufacturer and system integrator of the aircraft and the only known source that possesses the data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the AH-1W, UH-1Y and AH-1Z
to fulfill this need in a timely manner. This notice is for information purposes only.
