About this opportunity

The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source Basic Ordering Agreement (BOA) Delivery Order with Bell Textron Inc. for non-recurring engineering and common tooling disposition related to the AH-1Z and UH-1Y production line cessation. The procurement will focus on determining and disposing of Government Furnished Property (GFP) and Contractor Furnished Property for tooling common to these helicopter models. NAVAIR is pursuing this contract under 10 U.S.C. 3204(a)(1), which allows for other than full and open competition, because Bell is considered the only responsible source capable of meeting Marine Corps requirements. Bell is being selected due to its unique position as the sole designer, developer, manufacturer, and system integrator with comprehensive knowledge of the aircraft's design, fabrication, performance, and support characteristics. The pre-solicitation notice was posted on February 26, 2025, with a response deadline of March 12, 2025, and interested parties may submit capability information for the government's consideration.

The contract has no specific set-aside designation and is specifically targeted at Bell Textron Inc. as the sole source provider. While no specific award value is disclosed in the notice, the procurement will involve complex engineering and tooling disposition services for military helicopter production line transition. The scope of work encompasses the entire disposition process for tooling used in AH-1W, UH-1Y, and AH-1Z helicopter production. Potential subcontractors can explore opportunities by visiting Bell Helicopter's supplier registration website or emailing strategicsourcing@bellhelicopter.textron.com. Questions regarding the pre-solicitation can be directed to Jennifer Mercer at jennifer.l.mercer8.civ@us.navy.mil. The contract falls under NAICS category 541990 for Professional, Scientific, and Technical Services and PSC category R425 for Professional Engineering/Technical Support.
