About this opportunity
The Defense Contract Management Agency has awarded a task order to Carahsoft Technology Corp. under a limited sources justification for platform automation, implementation, sustainment, operations, and licensing of its ServiceNow enterprise platform, with an estimated contract value of $90,467,667.83.
The justification cites 41 U.S.C. 152(3) and FAR 8.401, determining that only Carahsoft, as the DoD ESI BPA holder for ServiceNow, can provide the required products and services at the required quality level due to their uniqueness and highly specialized nature, with no other non-ServiceNow sources capable of delivering the required capability within the required timeline. The procurement covers three main efforts: continuous operations and maintenance support for the DCMA ServiceNow enterprise footprint, including the mission-critical Unmanned Aircraft Systems (UAS) "Blue List" application, IT Service Management, and Strategic Portfolio Management; capability expansion and implementation to design, develop, test, and deploy seventeen new mission and business capabilities across facilities management, Foreign Military Sales budget tracking, fraud detection, human resources service delivery, and IT operations and asset management; and procurement of necessary ServiceNow software subscription units and licenses via the DoD ESI BPA. The period of performance is one year (September 30, 2026 through September 29, 2027) with four one-year option periods. Place of performance is Fort Lee, Virginia. The action is issued as a Firm Fixed Price task order funded with Fiscal Year 2026 Operation and Maintenance funds.
Notice text
The Government requires comprehensive services to sustain, operate, and expand its existing, accredited ServiceNow Impact Level 4 (IL4) and Impact Level 5 (IL5) enterprise platform. The required services and supplies are broken into three main efforts:
a. Platform Sustainment and Operations: Provide continuous, uninterrupted O&M and sustainment support for the entire DCMA ServiceNow enterprise footprint. This includes the existing baseline applications—most notably the mission-critical Unmanned Aircraft Systems (UAS) “Blue List”—as well as IT Service Management (ITSM), and Strategic Portfolio Management (SPM). This effort covers platform health monitoring, security patching, version upgrades, and Tier 2/3 technical support.
b. Capability Expansion and Implementation: Provide the specialized implementation and configuration services to design, develop, test, and deploy seventeen (17) new mission and business capabilities natively within the ServiceNow platform. This modernization effort will replace fragmented, manual, and legacy business processes.
c. Software Licensing: Procure the necessary ServiceNow software subscription units (SUs) and licenses required to operate the new modules, acquired via the DoD ESI BPA.
Awarded contract N6600119A0120 to unknown vendor for unknown amount on 2026-09-30.
