About this opportunity
The Army Materiel Command Contracting Command Redstone Arsenal is conducting a sources sought (RFI) for platform-agnostic, modular, open-architecture Health and Usage Monitoring System (HUMS) solutions with responses due by October 14, 2026. The Government seeks commercial-off-the-shelf or modified-COTS capabilities supporting Condition-Based Maintenance Plus across mixed fleets (rotary-wing, fixed-wing, ground, and maritime platforms) without vendor lock-in.
Solutions must comply with the Department of Defense Modular Open Systems Approach (MOSA) directive and align with US Army CPE Aviation mandates. Required technical standards include FACE Technical Standard, SAE JA6268 (On-Board HUMS Information Model), OMG Data Distribution Service (DDS), SAE AS7140 (Common, Open Data Exchange Format for Rotorcraft HUMS), and ADS-79E-HDBK (Condition Based Maintenance Systems handbook). Current platform systems in use include Celestica MSPU-AH64E, Goodrich/Collins IV-HUMS-UH-60, and Boeing CPHE-CH-47.
Capability requirements span eight areas with threshold and objective targets: Flight Line Data Capture & Platform Integration, Predictive Logistics & Analytics, Supply Chain & Enterprise Interoperability, Vibration & Component Diagnostics, Operational Usage & Structural Health Tracking, Rotor Track & Balance Automation, Data Offload & Ground System Connectivity, and Data Ownership/Open Formats/Technical Data Rights.
Place of performance is expected to be the contractor's facility. Interested parties must submit white papers not exceeding 12 pages addressing company profile, platform integration architecture, compliance matrices, edge diagnostics approaches, standards compliance strategies, real-world deployment precedents, and data ownership policies. Responses must be submitted in PDF format to lindsey.m.pavelchak.civ@army.mil.
