About this opportunity
The United States Marine Corps is conducting market research through a Request for Information to identify manufacturers capable of supplying plastic insignia buttons conforming to MIL-B-20289D, with responses due October 16, 2026 at 5:00 p.m. EST.
The RFI is not a solicitation and carries no contract award guarantee. NAICS code 339993 (Fastener, Button, Needle, and Pin Manufacturing) and PSC 8315 (Notions and Apparel Findings) apply. The Marine Corps seeks manufacturers with existing tooling, production capability, quality-control processes, and experience producing military uniform insignia or molded plastic components. Respondents must submit one gross each of Type I 40-ligne and Type II 27-ligne buttons with their responses, mailed to Marine Corps Systems Command, Product Manager, Clothing & Equipment, ATTN: Kavin Reid, Certification Analyst, 2200 Lester Street, Quantico, Virginia 22134-5010, with tracking information to kavin.t.reid.civ@usmc.mil.
All buttons must comply with the Berry Amendment domestic-source requirement and be produced in the United States. Alternative manufacturing processes to injection molding are acceptable if finished buttons satisfy all MIL-B-20289D requirements; however, formal First Article Testing samples must utilize production tooling and processes, not additive manufacturing. The Government possesses existing master hubs and dies that may be made available as Government-Furnished Property. Historical annual demand averages 220,000 pieces for 27-ligne buttons and 115,000 pieces for 40-ligne buttons.
Responses are limited to ten pages maximum and submitted via email only to Cheryl Dunn at cheryl.dunn.civ@usmc.mil. Respondents must provide production capacity estimates, lead times, minimum order quantities, pricing for quantities ranging from 1,000 to 100,000+ buttons, company registration details (SAM.gov UEI, CAGE Code), socioeconomic status if applicable, GSA Federal Supply Schedule contract numbers if applicable, and relevant Government or commercial experience. The Government will not reimburse response costs.
