About this opportunity
The Nuclear Regulatory Commission's Office of Nuclear Regulatory Research seeks contractor services to develop a TRACE (TRAC/RELAP Advanced Computational Engine) plant model for the Sequoyah Nuclear Power Plant, a 4-loop Westinghouse pressurized water reactor with ice-condenser containment. The contractor will integrate thermal-hydraulic data, PARCS (Purdue Advanced Reactor Core Simulator) code data, and fuel-performance data from the FAST code to conduct coupled TRACE/PARCS transient simulations that will enable NRC staff to perform independent analyses of various transients and accidents. The work is classified under NAICS code 541690 (Other Scientific and Technical Consulting Services) and PSC code R425 (Support–Professional: Engineering/Technical). The pre-solicitation notice was posted on April 1, 2026, with a deadline for submissions of May 15, 2026, allowing potential contractors approximately six weeks to prepare responses. This procurement supports the NRC's broader mission to develop a comprehensive collection of TRACE plant models representing reactor types currently in operation to assist in safety issue resolution and regulatory decision-making.
This opportunity carries no set-aside designation and is open to all qualified contractors. The period of performance is approximately 10 months, commencing around June or July 2026, providing a defined timeline for model development and simulation work. The notice does not specify an award value, budget range, or identify any incumbent contractors, though these details are likely to appear in the full solicitation document. Interested parties should monitor the posting for the complete solicitation announcement and any additional requirements or evaluation criteria that will guide the selection process.

TRAC/RELAP Advanced Computational Engine (TRACE) and Purdue Advanced Reactor Core Simulator (PARCS) Plant-model Development for Sequoyah Nuclear Power Plant.
The U.S. Nuclear Regulatory Commission (NRC) is issuing a presolicitation notice for a requirement entitled, “TRAC/RELAP Advanced Computational Engine (TRACE) and Purdue Advanced Reactor Core Simulator (PARCS) Plant-model Development for Sequoyah Nuclear Power Plant.”
In accordance with its mission to provide technical advice, tools, and information for meeting the needs of the U. S. Nuclear Regulatory Commission (USNRC), the USNRC’s Office of Nuclear Regulatory Research (RES) has committed to the continuous development of the thermal-hydraulic audit code, TRACE, and to the development of a collection of TRACE plant models, each representing one of the reactor types currently in operation. This combination of code and input models provides the NRC staff with readily available tools to perform independent analyses of various transients and accidents, which aids in the resolution of safety issues and in the determination of regulatory decisions. The TRACE model for the Sequoyah plant, which is a 4-loop Westinghouse pressurized water reactor (PWR) with an ice-condenser containment, is slated as the next model for development.
The contractor shall, after obtaining from the USNRC plant-specific core-design information, or suitable surrogate information, for the development of a Sequoyah core, use USNRC’s process for integrating thermal-hydraulic data, data from the PARCS code, and fuel-performance data from the Fuel Analysis under Steady-state and Transients (FAST) code to facilitate and perform coupled TRACE/PARCS transient simulations for the Sequoyah TRACE model.
The period of performance will be approximately 10 months commencing around June/July 2026.
The North American Industry Classification System (NAICS) code for the services required is 541990 “All Other Professional, Scientific, and Technical Services.”
Request for Proposal (RFP) No. 31310026R0015 will be posted on, or about, April 15, 2026, as full and open competition under FAR Part 15. Closing date for receipt of proposals will be on, or about, 30 days thereafter.
RFP No. 31310026R0015 will be distributed solely through www.sam.gov.
All future information about this acquisition, including solicitation amendments will also be distributed solely through www.SAM.gov . Interested parties are responsible for monitoring www.SAM.gov to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity.
Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (541990 listed above) to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov or by calling 1-866-606-8220.
In accordance with FAR 4.1102, offerors are required to be registered in SAM.GOV at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.
