About this opportunity
The U.S. Army Corps of Engineers Louisville District has issued a Special Notice regarding a Project Labor Agreement (PLA) survey for a construction project at the LTC Luis E. Martinez Army Reserve Center (ARC) in Perrine, Florida. The purpose of this survey is to solicit comments from the construction community on the potential use of a PLA for this project, which involves the reconfiguration and modernization of the ARC, including the construction of new facilities and supporting infrastructure.
The Special Notice outlines several factors that the agency may consider regarding the use of a PLA, such as the need for multiple contractors and skilled labor in the region, the extended timeline for project completion, and the potential for a PLA to promote the agency's long-term program interests. The agency is seeking industry feedback on the use or non-use of a PLA through a series of specific questions, and responses are due by October 28, 2024. This is not a solicitation for proposals, and the agency will use the feedback to inform its acquisition decisions, but interested parties must respond to future solicitation announcements separately.
