About this opportunity

The U.S. Army Corps of Engineers, Rock Island District, is conducting a Project Labor Agreement (PLA) survey for the Brandon Road Interbasin Project, Increment 1-A, located in Joliet, Illinois. This is not a solicitation but rather market research to determine whether a PLA should be required for the construction of aquatic nuisance species deterrents, including Automated Barge Clearing Deterrent, Bubble Curtain Deterrent, and Acoustic Deterrent systems, along with support facilities, excavation work, and various construction activities within the Illinois River Basin. The project will be evaluated using a best value trade-off approach and falls under NAICS code 237990 (Other Heavy and Civil Engineering Construction). Contractors are asked to provide feedback on local PLA usage, labor availability, scheduling concerns, and how PLA requirements might affect their participation and pricing. All responses must be submitted via email to Samantha Johanson by 12:00 P.M. CST on June 24, 2025.

This procurement is unrestricted with no set-aside designation and no current incumbents are identified in the notice. The estimated contract value ranges between $100 million and $250 million, significantly exceeding the $35 million threshold that triggers mandatory PLA consideration under the February 2022 Executive Order on Project Labor Agreements for Federal Construction Projects. The size standard for this NAICS code is $45 million, and the actual solicitation documents are available under reference number W912EK25R0007. The project encompasses extensive construction work including demolition, excavation, electrical and mechanical systems, concrete work, cybersecurity installations, and site restoration activities. The Corps emphasizes that this survey is purely for market research purposes and that interested parties must respond separately to any future solicitation announcements.

  5. Identify specific reasons why you do not believe a PLA would advance the Federal Government’s interest in achieving economy and efficiency in Federal procurement.
