About this opportunity
The U.S. Army Corps of Engineers Norfolk District is conducting supplemental market research to identify potential contractors for the construction of a new river water intake facility and pump house at the Holston Army Ammunition Plant (HSAAP) in Kingsport, Tennessee. This critical infrastructure project is necessary to comply with Clean Water Act regulations and will support the facility's explosive production operations, which depend entirely on river water from the Holston River for both feedstock to the filtered water plant and non-contact cooling water applications. The Corps is specifically seeking contractors with current and relevant experience in river construction, explosive safety requirements, and government infrastructure projects. This pre-solicitation notice is part of a Project Labor Agreement (PLA) evaluation process, where the agency is requesting industry feedback on labor market conditions, potential labor agreements, skilled labor availability, and anticipated project challenges. Interested parties must submit their comments via email to the Contract Specialist and Contracting Officer by 2:00 PM EDT on June 27, 2025.
This opportunity is classified as a full and open competition with no set-aside designation, making it available to all qualified contractors regardless of size, though large businesses will be required to submit a subcontracting plan. The project is structured as a design-bid-build procurement with an estimated intake capacity of 80-96 million gallons per day and an anticipated contract value ranging between $100 million and $250 million. The Corps plans to issue the formal solicitation during the third quarter of fiscal year 2025, with the selected contractor required to complete the project within 912 calendar days. The work involves constructing the new intake facility to replace the existing pump house and intake system currently located on the east side of the plant. Given the location at an active explosives production facility, contractors must demonstrate capability to work safely within the specialized security and safety requirements of a Government-Owned, Contractor-Operated (GOCO) ammunition plant environment.
Notice text
The Army Corps of Engineers—Norfolk District is conducting Supplemental Market Research to identify potential sources for construction of the facility identified below:
Holston Army Ammunition Plant (HSAAP) is a Government-Owned, Contractor-Operated (GOCO) explosives production facility located in Kingsport, TN. All production at HSAAP depends on river water.
HSAAP draws river water from the Holston River for process use in the plant. River water provides two primary functions: (1) Feedstock to the Filtered Water Plant, and (2) Non-contact Cooling Water (NCCW) for various process applications. River water is currently extracted through the existing pump house and intake on the east side of the plant.
USACE is seeking construction contractors with current and relevant experience, personnel, and capability to perform the construction of a new river water intake facility and associated pump house.
