About this opportunity

The U.S. Army Corps of Engineers Louisville District has issued a Special Notice soliciting market survey comments regarding the potential use of a Project Labor Agreement (PLA) for a major repair project at the Arden Hills Army Reserve Center in Minnesota. This is not a request for proposals, but rather a pre-solicitation notice designed to gather input from the construction community on PLA implementation for the upcoming work. The project is classified as a large-scale construction initiative with an estimated value of $35 million or more. The Special Notice was posted on December 1, 2025, and represents the Corps' formal notification of its intent to potentially utilize a PLA framework for the facility repair effort.

The primary objective of this Special Notice is to allow stakeholders in the construction industry to provide comments on the appropriateness and implementation of a PLA for the Arden Hills Army Reserve Center project before the formal solicitation is issued. The facility repair will address critical failures in a 31,658 square-foot Area Maintenance Support Activity/Equipment Concentration Site (AMSA/ECS) vehicle maintenance facility, with scope including HVAC, electrical, fire suppression systems, structural modifications to accommodate a new 10-ton crane, and comprehensive interior and exterior renovations. Interested parties must submit comments by the December 16, 2025 deadline to formally participate in the market survey process. There are no specific eligibility restrictions mentioned for commenting; the Corps is broadly inviting input from any interested members of the construction community. This PLA survey is a preliminary step in the procurement process, with actual contract solicitation and bid opportunities expected to follow once the market input period concludes and the Corps finalizes its PLA determination.

Notice text

THIS IS A PROJECT LABOR AGREEMENT (PLA) SURVEY ONLY.

This is a SPECIAL NOTICE. The U.S. Army Corps of Engineers Louisville District is soliciting comments from the construction community addressing use of a PLA for the upcoming repair of an Area Maintenance Support Activity/Equipment Concentration Site (AMSA/ECS) vehicle maintenance facility at the Arden Hills Army Reserve Center (ARC) at Arden Hills, MN.

***No proposals are being requested or accepted with this PLA notice***

Description:

The Corps of Engineers Louisville District is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLAs) for a large-scale construction project ($35 million or more) for the following:

Project scope: Repairing a failing, 31,658 SF Area Maintenance Support Activity/Equipment Concentration Site (AMSA/ECS) vehicle maintenance facility at the Arden Hills Army Reserve Center (ARC) at Arden Hills, MN. This project will repair failing facility components, extend the economic life of the facility by 25 years and provide a modern maintenance facility that enables readiness for the Army Reserve units stationed there. Other methods of meeting this requirement were analyzed, to include building demolition and new construction, but were deemed non-viable due to the cost of repair vs. the cost of demolition and new construction. Building components and systems to be repaired include the Heating, Ventilation, and Air Conditioning (HVAC), electrical distribution, fire alarm and suppression systems, ceilings, windows, doors, floor coverings, interior reconfiguration, and interior finishes. Project includes retrofit installation of new 10T crane with 20' hook height and raising overall building roof to accommodate new crane hook height. The project will also repair the exterior facade and finishes. All hazardous materials (HAZMAT) removed as part of the demolition will be disposed of following all state and federal guidelines.

Contract duration is estimated at 900 calendar days.

A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f).

Federal Acquisition Regulation (FAR) Policy:

1) Project Labor Agreement (PLA) is a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects.

2) An agency may, if appropriate, require that every contractor and subcontractor engaged in construction on the project agree, for that project, to negotiate or become a party to a project labor agreement with one or more labor organizations if the agency decides that the use of project labor agreements will:

  • Advance the Federal Governments interest in achieving economy and efficiency in Federal procurement, producing labor-management stability, and ensuring compliance with laws and regulations governing safety and health, equal employment opportunity, labor and employment standards, and other matters; and

  • Be consistent with law.
    References:
Provision: 52.222-33 Notice of Requirement for Project Labor Agreement
    Clause: 52.222-34 Project Labor Agreement.

3) In consideration of the above factors, and any others which may be deemed appropriate, the construction community is invited to comment on the use of PLAs.  Of particular interest to the Government are responses to the following questions:

  • A) Do you have knowledge that a PLA has been used in the local area on projects of this kind?  If so, please provide supporting documentation.

  • B) Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project?  If so, please elaborate and provide supporting documentation where possible.

  • C) Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed?  If so, please elaborate and provide supporting documentation where possible.

  • D) Identify specific reasons why or how you believe a PLA would advance the Federal Government’s interest in achieving economy and efficiency in Federal procurement.

  • E) Identify specific reasons why you do not believe a PLA would advance the Federal Government’s interest in achieving economy and efficiency in Federal procurement.

  • F) Identify any additional information you believe should be considered on the use of a PLA on the referenced project.

  • G) Identify any additional information you believe should be considered on the non-use of a PLA on the referenced project.

  • H) What are the likely cost impacts, if any, to your bid/proposal price if a PLA requirement is included in the solicitation?  Please provide as much detail as possible regarding any anticipated cost impacts (positive or negative) of the inclusion of a PLA requirement, including any information you can provide about the magnitude of the anticipated impact.

  • I) Please select one of the following:
    • My company will not submit a proposal if PLA is required but is interested in proposing if a PLA is not a requirement.
    • My company plans to submit a proposal whether PLA is required or not.
    • My company only plans to submit a proposal if PLA is required.

4) In addition to affirmative responses, we are seeking negative responses to identify any potential actions we may take to improve the competitive environment. Please provide a response with feedback including rationale for not wanting to submit a proposal and any recommendations that could promote interest.

Please provide your comments via e-mail to Adam.M.Brooks@usace.army.mil no later than 2:00 PM Eastern Standard Time on 16 December 2025.
