About this opportunity

The U.S. Army Corps of Engineers, Louisville District has issued a Special Notice regarding a Project Labor Agreement (PLA) market survey for a cyber repair maintenance hangar project in Mansfield, Richland County, Ohio. This notice is not a solicitation for proposals but rather a call for comments from the construction community on the potential use of a PLA for the project. The Corps is conducting this PLA market survey prior to releasing a formal solicitation for what is anticipated to be a large-scale construction project exceeding $35 million in total value. Comments must be submitted by March 26, 2026. This Special Notice serves as advance notification to industry stakeholders about the agency's consideration of implementing a PLA framework for the project.

The project involves the repair and modernization of an existing hangar to accommodate Cyber Warfare Operations, including the creation of cyber operations space with a second floor addition, security upgrades across all spaces, and communications room repairs to support servers and equipment. The scope encompasses supporting electrical, mechanical, security, fire suppression, and communications infrastructure, along with emergency power systems and standby generator connections. The purpose of soliciting community comments is to gather input from contractors and industry representatives regarding the appropriateness and potential impact of a PLA for this specific project. While no formal eligibility criteria are specified in this market survey phase, interested parties from the construction community are invited to provide feedback by the March 26, 2026 deadline. The agency references Executive Order 13502 and FAR policy, which encourage agencies to consider requiring PLAs on large-scale federal construction projects to promote economy and efficiency.
