About this opportunity

The Department of the Air Force Air Mobility Command is seeking a design-build contractor to repair wastewater pipes at Building 665 located at Travis Air Force Base. The project requires comprehensive design services at 35%, 65%, and 100% completion levels, along with construction services to clear blockages and repair sanitary sewer piping using trenchless methods such as cured-in-place pipe lining. Prospective contractors must be registered in SAM.gov and will need to demonstrate expertise in commercial and institutional building construction, specifically in sewage and waste facility repair. The pre-solicitation notice indicates the formal solicitation will be released on or after January 28, 2025, with interested parties encouraged to contact Lt Rachel Conshue at 707-424-7771 or rachel.conshue.1@us.af.mil for additional information. While specific evaluation criteria were not detailed in the notice, contractors can expect a competitive selection process focused on technical capabilities and compliance with design and construction requirements.

The contract opportunity is designated as a total small business set-aside, meaning only small businesses can compete for this project. The NAICS code 236220 for Commercial and Institutional Building Construction and PSC category Z2ND for Repair or Alteration of Sewage and Waste Facilities suggest a specialized scope of work. No specific award value or budget range was disclosed in the pre-solicitation notice, nor were any incumbent contractors mentioned. The project timeline implies a multi-phase approach, with design services preceding the actual trenchless pipe repair and replacement work beneath Building 665's footprint. Contractors should be prepared to provide comprehensive documentation, including detailed design submissions at 35%, 65%, and 100% completion stages, along with the physical infrastructure repair services.
