Place of performance is Pittsburgh, PA 15222 (1000 Liberty Avenue, Suite 1917, William S. Moorhead Federal Building). The contract runs from August 1, 2026 through July 31, 2027, with two one-year option periods extending through July 31, 2029. The government estimates 3,736 boxed meals over the base period and guarantees a minimum purchase of $1,500 during that period. Average daily quantity is 14 meals with a maximum of 75 per day; mission day meals may be required on up to two processing days per month.
Each meal must include a 6-inch submarine sandwich (ham, turkey, roast beef, or veggie with minimum 4 oz. meat or 4 slices/2 oz. cheese), lettuce and tomato wrapped separately, one 1-ounce bag of chips, one pre-packaged chocolate chip cookie, one medium fresh apple, condiment packets, one straw with napkin, and cold beverages (carbonated soft drinks, bottled water, iced tea, whole milk upon request). Meals must be delivered in protective coolers by 10:30 a.m. daily to the MEPS Operations Control Desk. The contractor must maintain current state and local health department licenses and inspections. All contractor employees requiring facility access must complete AT Level I, IWATCH, and OPSEC Level I training within 30 days of award and annually thereafter. Awards are made to the lowest priced technically acceptable offeror based on health inspection reports, past performance, and option pricing. Offerors must submit a current health inspection report scoring "A," "B," 85 or above, or "pass" status, completed within 12 months of quote submission.
