About this opportunity

The National Institute of Standards and Technology (NIST) issued a combined sources sought notice and notice of intent to sole source Pitchbook software subscriptions, with responses due July 24, 2026. NIST intends to award a sole-source contract to Pitchbook Data Inc., Seattle, Washington, under FAR 13.106-1(b), unless alternate qualified sources are identified by the deadline.

NIST's CHIPS Research and Development Office requires continued access to Pitchbook's venture capital and private equity market analysis platform to support CHIPS SBIR, the National Semiconductor Technology Center Program, the National Advanced Packaging and Manufacturing Program, the Manufacturing USA Program, the Metrology Program, and the Research Security and Safeguarding International Science program. The software delivers data, research, and technology covering private capital markets, including venture capital, private equity, and mergers and acquisitions transactions.

NIST asserts that Pitchbook's proprietary data ecosystem and integrated analytical tools—including real-time direct data, Excel plugin for customized modeling, and Desktop interface—are unique and cannot be replicated by alternatives. The agency states that switching platforms would require significant retraining, data migration, and workflow disruption while failing to match Pitchbook's capabilities.

Interested sources should respond without providing proprietary information, submitting responses in Microsoft Word 365, Microsoft Excel 365, or compatible formats. The NAICS code is 513210 (Software Publisher) with a $47.0 million size standard.

The North American Industry Classification System (NAICS) code for this acquisition is 513210, Software Publisher with a size standard of $47.0 M.

The National Institute of Standards and Technology (NIST) CHIPS Research and Development (R&D) Office requires continued access to the Pitchbook venture capital and private equity market analysis tool platform which delivers data, research, and technology covering private capital markets, including venture capital, private equity, and mergers and acquisitions transactions.
