About this opportunity
The Air Force Air Combat Command is seeking a new pipeline inspection camera system to replace an existing unit at Offutt Air Force Base that has exceeded its service life and is experiencing operational problems. The required system must be portable with comprehensive technical specifications including a command module with inspection reporting software, advanced connectivity options (USB, HDMI, ethernet), video streaming and recording capabilities, and the ability to generate NASSCO standard compliant reports (PACP, LACP, MACP). The system must be capable of inspecting pipes ranging from 2 inches to 36 inches in diameter and include a 1,000-foot multi-conductor cable power reel, pan and tilt zoom camera head, powered steerable transporter, and extensive accessory equipment including various wheel sets, manhole rollers, and interface cables. While no evaluation criteria are explicitly detailed in the provided documents, contractors must be registered in the System for Award Management (SAM) and provide at least a one-year on-site manufacturer warranty covering both equipment and labor. The solicitation closes on September 24, 2025 at 11:00 AM CDT, with delivery required within 30 calendar days of award.
This procurement is designated as a total small business set-aside under NAICS code 423410 for Photographic Equipment and Supplies Merchant Wholesalers. No incumbent contractors or potential award values are specified in the available documentation, though the government has noted that funds are not presently available and reserves the right to cancel the solicitation if funding does not materialize. The contract requires delivery of a single pipeline inspection camera system along with all specified accessories and components to Offutt Air Force Base, Building 301, located at 106 Peacekeeper Drive in Nebraska. The successful contractor must ensure the system is tested for proper operation before shipping and acceptance, and provide comprehensive warranty coverage for a minimum of one year. Performance will occur at the delivery location with the contractor responsible for setup and ensuring all equipment meets the technical specifications outlined in the statement of need.
