The Safety Case approach has been used in the United Kingdom by Bureau Veritas to improve occupational health and safety programs. Bureau Veritas has extensive experience with its use for major hazard industries. A sources sought announcement yielded Bureau Veritas as the only company that could be found that provides both consultative assistance with the Safety Case approach and has hygiene laboratory operations similar to those in the chemistry labs in NIOSH Hamilton Building in Cincinnati OH.

This contract action is for one year, the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2) and 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). Update #1 ·

NOTICE OF INTENT TO ISSUE A CONTRACT. The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to La Isla Foundation (LIF), P.O. Box 816, Ada, MI, 49301 to obtain local logistical support for sample collection to conduct field research among sugarcane cutters in Nicaragua.

La Isla Foundation is currently coordinating the Adelante Initiative, has worked extensively with the sugarcane mill that will be in the NIOSH study, and has first-hand knowledge and experience with the sugarcane workers that will participate in the NIOSH study. La Isla currently has in place for the Adelante Initiative the logistical support needed for the NIOSH study. Since La Isla is already providing support for the initiative and the NIOSH study will overlap with the initiative, it would be very difficult for another vendor to coordinate the logistics and to start-up without delay. There are no other vendors that can provide the required logistics and that also have a relationship with the sugarcane mill, sugarcane workers and the Adelante Initiative coordinators like the La Isla Foundation. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2) and 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Box 816, Ada, MI, 49301, as the only source and a contract will be issued without any additional notices being posted.
