About this opportunity
The Department of Energy's Office of Clean Energy Demonstrations (OCED) is seeking small businesses to participate in the Pilot-scale Rapid Operational Validation of key Energy Infrastructure Technologies (PROVE IT) Small Business Innovation Research (SBIR) program. The solicitation aims to validate existing pilot projects or subsystems in industrial environments, with the goal of increasing technology readiness for clean energy infrastructure integration. The program will prioritize technologies demonstrating technological diversity and will focus on two specific topic areas: Point Source Carbon Capture and Long-duration Energy Storage. Proposals will be evaluated based on technology readiness, market opportunity, commercialization potential, project management, team qualifications, and milestone/price reasonableness. The key submission deadlines include a Step 1 submission deadline of April 7, 2025, and an anticipated Step 2 deadline of June 2, 2025.
The solicitation is 100% set aside for small businesses with fewer than 1,000 employees under NAICS code 541715. The total program funding is approximately $31 million, with $22 million allocated for Point Source Carbon Capture (up to 5 contracts) and $9 million for Long-duration Energy Storage (up to 2 contracts). Each project will be structured in three phases with maximum funding levels: $300,000 for the 6-month Plan phase, $2 million for the 9-month Integrate phase, and $2 million for the 18-month Validate phase. The total contract duration will not exceed 33 months, with performance to be conducted in Washington, DC. Specific technical requirements include carbon capture systems with 1-5 tons per day capacity and 80%+ capture efficiency, and energy storage systems with 100-250 kWdc capacity and 10+ hour discharge capability. All work must be performed in the United States, with exceptions only under extraordinary circumstances.

The Office of Clean Energy Demonstrations (OCED) is issuing a solicitation titled “Pilot-scale Rapid Operational Validation of key Energy Infrastructure Technologies (PROVE IT)” under the OCED Small Business Innovation Research (SBIR) program.
This solicitation supports the validation of existing pilot projects or subsystems in a relevant industrial environment to:
- increase their technology readiness to the point of being able to be integrated in a large clean energy infrastructure project, and
- increase their adoption readiness level2 to medium/high.
OCED will prioritize technologies and application use cases that exhibit technological diversity when compared to the existing OCED portfolio of demonstration projects or that have not already been demonstrated at a scale larger than the proposed project.
