About this opportunity

The U.S. Army Corps of Engineers (USACE), Pittsburgh District, is soliciting bids for bulkhead slot coring and wiresawing services at Pike Island Locks and Dam located on the Ohio River in Belmont County, West Virginia. The contractor must furnish all equipment, labor, work layout, and supervision to prepare the site for future installation of downstream bulkhead recesses by conducting concrete coring and wiresawing on both vertical and horizontal faces of lock monoliths in the main lock chamber (110-FT by 1,200-FT) and auxiliary lock chamber (110-FT by 600-FT), with portions of the work occurring underwater. This is a Firm-Fixed Price contract evaluated as an Invitation for Bid (IFB), with award criteria based on lowest responsive bid meeting all solicitation requirements. Questions regarding the solicitation were due by December 24, 2025, with the bid opening initially scheduled for January 13, 2026, and subsequently extended to January 21, 2026, at 11:00 AM ET. Bidders were required to submit proposals electronically through the Procurement Integrated Enterprise Environment (PIEE), and an organized pre-bid site visit was conducted on December 17, 2025, to allow potential bidders to assess project conditions and requirements.

This solicitation is designated as a Total Small Business set-aside, restricting competition to small business concerns. Three contractors submitted bids at the January 21, 2026 opening: Marion Hill Associates, Inc. (New Brighton, Pennsylvania) with the lowest bid of $2,266,469.00, Matcon Diamond, Inc. (Pittsburgh, Pennsylvania) at $2,323,400.00, and Underwater Mechanix Services, LLC (Jacksonville, Florida) at $4,743,699.00, compared to the government's cost estimate of $2,671,498.91. The work will be performed at Pike Island Locks and Dam in Wheeling, Belmont County, West Virginia, with access available via state and local roads, though floating plant support may be required for certain work features. The contracting officer for this project is Connie L. Ferguson, and additional information regarding equitable adjustment procedures under the contract is available through the USACE Partnering page and the FFP Contract Changes Playbook.
