About this opportunity
The U.S. Coast Guard has awarded a limited sources justification contract on October 20, 2026, under contract 70ZL9327PACAR0001 to Toll Remote Logistics (TRL) for pier, berthing, office and warehouse, and personnel transportation services supporting up to six Fast Response Cutters assigned to the Expeditionary Cutter Squadron in Singapore. The notice record lists the vendor and amount as unknown, while the attached justification names TRL and estimates the award value at $889,600. The justification identifies the Coast Guard's Operational Logistics Command as the issuing office and cites 10 USC 3205/41 USC 1901 as statutory authority, with FAR 12.102(b) referenced in the file title. The attachment summary states up to four cutters, which conflicts with the notice's six.
The period of performance runs October 22 through November 21, 2026, and performance occurs at the TRL-operated Loyang Offshore Supply Base in Singapore. The justification states that the cutters are already moored at the TRL facility, that U.S. Navy Fifth Fleet Command mandated the site after the cutters were displaced from Bahrain following hostile fire during Operation Epic Fury, and that eleven other Singapore-area port facilities were found technically unacceptable. The contracting officer determined pricing fair and reasonable based on TRL's commercial rate sheets and NAVSUP HSPortal data. An earlier APFS posting received no responses, and no synopsis was issued. The government plans future market research for a long-term Southeast Asia homeport and acknowledges near-term competition is unlikely due to security and force protection protocols. The notice is classified under NAICS 488310 and PSC M2BZ, with no set-aside used.
