The Department of Justice Federal Bureau of Investigation (FBI) has published a Special Notice for a sole-source, firm-fixed price award to Shutterstock Inc. to provide stock photography images and video footage to various units and programs within the FBI's Training Division and the National Academy's FBI Law Enforcement Bulletin publication.

The Government intends to award a sole-source, firm-fixed price award to Shutterstock Inc.
This is a requisition to provide stock photography images and video footage to six units/programs within the Federal Bureau of Investigation’s (FBI) Training Division (TD) and the National Academy’s (NAU) FBI Law Enforcement Bulletin (LEB) publication. This requirement includes a photo subscription service that covers 10 users and includes 750 image downloads and 20 video downloads per month (shared by all 10 users.)
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
