About this opportunity
The National Aeronautics and Space Administration Shared Services Center (NASA/NSSC) has issued a Special Notice for the procurement of phosphate sensors required for Environmental Control & Life Support Systems (ECLSS) operations. NASA/NSSC intends to award a sole source contract to DARTMOUTH OCEAN TECHNOLOGIES INC, a Canadian company located in Dartmouth, Nova Scotia, under the authority of FAR 13.106-1(b)(1)(i). The agency has determined that DARTMOUTH OCEAN TECHNOLOGIES INC is the sole provider of the required phosphate sensors. Performance will be located at NASA's Marshall Space Flight Center (MSFC), with the procurement utilizing commercial items and services provisions under FAR Parts 12 and 13. The NAICS code for this procurement is 813312, classified under Environment, Conservation and Wildlife Organizations.
The purpose of this Special Notice is to provide an opportunity for interested organizations to submit their capabilities and qualifications to potentially compete for this requirement, despite NASA's intention to proceed with a sole source award. The procurement includes three line items: phosphate sensors with Lab on Chip technology, phosphate reagent housing with reagent, and dual mounting brackets for nitrate/phosphate sensors, with a need-by date of October 15, 2025. Interested contractors must submit their written capabilities and qualifications by 4:00 p.m. Central Standard Time on July 14, 2025, to the identified point of contact. NASA will evaluate these submissions solely to determine whether to conduct the procurement on a competitive basis rather than sole source. The government retains full discretion in deciding whether to proceed with competitive bidding based on the responses received, and oral communications are not acceptable for this notice.
