About this opportunity

The Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) has published a Notice of Intent to Sole Source for the redevelopment and modernization of their Hazmat Registration application. This 8(a) sole source opportunity involves migrating PHMSA's existing hazardous materials registration system into the Federal Motor Carrier Safety Administration's (FMCSA) MOTUS system. The notice was posted on September 12, 2025, with a response deadline of September 19, 2025. The contract will be awarded to Changeis as the incumbent vendor under task order 693JK325F00028N. The project falls under NAICS code 541512 for Computer Systems Design Services and PSC code R408 for Professional Program Management Support.

The primary objective is to complete a comprehensive system migration and modernization by May 1, 2026, requiring the contractor to develop detailed roadmaps, prioritized product backlogs, and agile release plans in coordination with both FMCSA and PHMSA stakeholders. The scope includes conducting thorough system assessments, executing iterative agile development, performing comprehensive data migration strategies, and ensuring compliance with federal technical and security requirements including ATO, NIST, and FIPS standards. Since this is a sole source procurement, no competitive bidding process is available to other contractors. The justification for sole sourcing to Changeis is based on their unique institutional knowledge of the MOTUS application, established stakeholder relationships, and ability to meet compressed timelines while minimizing risks to schedule and operational continuity. The contractor will also be responsible for providing deployment support, training materials, and transition assistance to ensure successful adoption by PHMSA staff and industry users.

Notice text

*****NOTICE OF INTENT TO SOLE SOURCE*****

The contractor will develop and manage the migration of PHMSA’s Hazmat Registration application into the FMCSA MOTUS system by using requirements list (attached) to create a detailed road map, prioritized product backlog, and an agile release plan developed in coordination with FMCSA and PHMSA stakeholders.  Beginning with a thorough assessment, the contractor will review existing systems and documentation, hold stakeholder sessions to refine business requirements and migration goals, and produce a phased release plan to guide development and deployments.  Using iterative agile development, the contractor will design and build the Hazmat Registration module within MOTUS, conduct continuous integration and configuration management in FMCSA environments, and execute rigorous functional, security, and performance testing including UAT and regression tests.  Concurrently, the contractor will execute a comprehensive data migration strategy—extracting, cleansing, transforming, validating, and loading legacy registration and file data into MOTUS—documenting data mappings, performing dry runs, and implementing archiving in accordance with federal records standards.  The contractor will ensure the system meets FMCSA technical and security requirements (including ATO/NIST/FIPS-related activities), perform performance optimization and vulnerability remediation, and manage defects through resolution to maintain production stability. Finally, the contractor will produce and maintain all required documentation, deliver deployment and cutover support, and provide training materials and transition assistance to PHMSA staff and industry users for successful adoption.
