About this opportunity
The U.S. Army Corps of Engineers Wilmington District is seeking a contractor to perform specialized testing services on a damaged steel bulkhead at their Engineer Repair Yard in Wilmington, North Carolina. The solicitation requires comprehensive material and strength testing, including chemical analysis of a steel sample, tensile and bending tests on weld connections, and non-destructive testing of existing weld conditions. Offerors must submit both a technical proposal and price quote electronically by March 3, 2025, with questions due by February 12, 2025. The government will award the contract to the lowest priced technically acceptable offer, evaluating submissions based on the ability to meet the Performance Work Statement requirements. Proposals must be submitted via email to specific USACE contacts, with all documents required in Adobe PDF format.
The solicitation is not set aside for any specific business category and is open to vendors in the Testing Laboratories and Services NAICS category (541380). The contract will be performed at the Wilmington, NC facility with a 365-day period of performance. While specific budget details are not explicitly stated, the size standard for the NAICS code is $19 million. The testing scope involves analyzing a bulkhead originally fabricated in the 1940s, which requires extensive material testing and non-destructive evaluation of weld connections. On-site utilities including compressed air at 150psi, multiple voltage options, and water will be available to the selected contractor. The project involves testing a small steel sample approximately 1"x1" in size and performing detailed assessments of weld connections between original QQ-S-741 steel and new A709 steel.
