This procurement is set aside for Total Small Business.

The work entails removal of existing target control components and design, fabrication, installation, programming, testing, validation, and operational startup of two new turning target control systems—one in Barricade configuration and one in Practical configuration—controlling eight targets across four lanes. The Barricade system requires a 4-button wireless remote with 5-, 6-, 7-, and 8-second face/edge cycles; the Practical system requires an 8-button remote with eight user-adjustable time intervals. Both systems require 3-second start delay and wireless handheld remotes with minimum 300-foot operating range. The contractor must supply spare parts including one spare Programmable Logic Controller, one spare Human Machine Interface display, and one complete set of spare I/O modules.

Performance is located at Phillips Range, Fort Benning, Georgia. The contractor must provide certified electrical and controls technicians, comply with National Electrical Code (NFPA 70), Army range standards (TC 3-20.0, TC 3-20.40, AR 385-63, DA PAM 385-63), and applicable UFC standards. Period of performance is 120 calendar days from Notice to Proceed, with anticipated materials lead time of 4–8 weeks. On-site work occurs Monday–Friday, 0800–1630. All on-site personnel require installation access control vetting and visitor passes through the Fort Benning Visitor Control Center. The contractor must provide a one-year manufacturer's warranty and one-year workmanship warranty from Government acceptance. Deliverables include as-built drawings, PLC source code and HMI program files (Government unlimited rights), Operations and Maintenance manuals, and spare parts.

This is a sources-sought notice only; no solicitation has been released. Unsolicited proposals will not be accepted.
