About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD), under the Department of the Navy Naval Air Systems Command, intends to procure three King Air 350-Series aircraft equipped with extended-range fuel systems, modern avionics including Garmin GI000Nxi and High Frequency radio systems, and fresh paint finishes to support the Philippine Coast Guard's Maritime Domain Awareness capabilities. Two of the three aircraft will receive the specialized KA350 Maritime Domain Awareness (KAMDA) Intelligence, Surveillance, and Reconnaissance (ISR) suite, and the procurement includes associated Sensor Operator Training. This contract will be awarded on a sole-source basis under Title 10 USC 3204(a)(4) due to terms of an international agreement that restricts competition to a single qualified vendor. While specific evaluation criteria are not detailed in this pre-solicitation notice, the primary qualifications center on the contractor's manufacturing knowledge and system integration experience necessary to meet the international agreement requirements and delivery timeline. The deadline for proposal submission is April 8, 2026, and inquiries regarding subcontracting opportunities should be directed to Bart Kercheval at Technology Service Corp.
This opportunity carries no set-aside designation and is designated for sole-source award to Technology Service Corp (TSC), located at 251 18th Street South, Suite 705, Arlington, Virginia 22202. As a pre-solicitation notice, no specific contract award value or budget range is disclosed, though the procurement of three fully equipped King Air 350 aircraft with ISR suites and training services represents a substantial defense acquisition. The contract will be structured as Firm-Fixed Price (FFP), indicating a fixed total cost regardless of contractor expenses. The quantity of aircraft is definitive at three units, with two receiving the advanced KAMDA ISR suite upgrade. The notice does not specify detailed timeline parameters beyond the April 8, 2026 proposal deadline, though the reference to delivering aircraft "within the necessary timeframe" suggests urgency aligned with Philippine Coast Guard operational requirements.
