Notice text

The U.S. Chemical Safety Board intends to award a purchase order on a sole-source basis to DNV (Det Norske Veritas) Software, Katy, TX for the following:

A single seat license for two sites of DNV's PHAST (Process Hazard Analysis Software Tool) software based on 1-year license term with 4 option years.

This purchase order is being issued to DNV Software because it is required by the government to perform chemical incident analysis in connection with CSB investigations. The CSB uses the DNV Software dispersion modeling software to assess situations which present potential hazards and to quantify their severity. PHAST enables our investigators to examine the progress of a potential incident from the initial release to far-field dispersion including modelling of pool spreading and evaporation, and flammable and toxic effects. No other software is as widely used by companies which CSB is or has investigated. Moreover, no other software contains the same range of models for discharge and dispersion as well as flammable, explosive and toxic effects. DNV Software is the developer and only supplier of PHAST.

This purchase is being issued to DNV Software because there is no alternative since they are the only source who can provide the items being requested by the government. This request is considered to be sole source to DNV Software. All responsible sources may submit a bid proposal, or quotation which shall be considered by this agency. Offerors shall provide sufficient technical literature, documents, etc, in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Therefore, no solicitation will result from this announcement. The North American Classification Code (NAIC) is 541990. This award shall be made using FAR Part 13, Simplified Acquisition Procedures. All interested firms must respond to CSB-12-RFQ-0008 by 05:00 P.M. EST, June 15, 2012. Request for information should be addressed to the Contracting Officer, Allen Smith at 202-261-7638 or via email at allen.smith@csb.gov. All proposals should be e-mailed to contracts@csb.gov.
