Update #2 · Latest ·
The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Delivery Order under Basic Ordering Agreement (BOA) N00019-14-G-0004 on a sole source basis with Sikorsky Aircraft Corporation (SAC) in Stratford, CT. This effort is for the Non-Recurring Engineering (NRE) tasks supporting the review and execution of the disposition decision of Special Tooling (ST) to include the physical disposition of the tooling, i.e., the final teardown, refurbishment as Government directed, packaging, shipment and/or disposal, associated with the production line shutdown of the MH-60S aircraft.
This action is being awarded on a sole source basis under the authority permitting other than full and open competition, Title 10, U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because they are the only qualified source which possess the detailed knowledge of the execution of the final MH-60S Special Tooling disposition to allow them to perform the NRE in a timely and cost effective manner. Questions concerning subcontracting opportunities should be directed to Martha Crawford at martha.crawford@sikrosky.com.
Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
