About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking engineering services for Phase 1 of redesigning the B-1 Secondary Power Torque Converter. The project focuses on enhancing the safety, reliability, and maintainability of the B-1 Bomber's torque converter through comprehensive engineering efforts. Contractors must have extensive experience in manufacturing, testing, and designing secondary power systems and auxiliary power units, with the ability to access proprietary Honeywell INC design data. The procurement will involve failure mode investigation, system requirements verification, and alternative analysis, with the primary goal of improving the overall performance of the torque converter. The pre-solicitation notice was posted on May 28, 2025, with responses due by June 12, 2025, and further details to be addressed in a forthcoming Statement of Objectives.
The pre-solicitation notice does not specify a specific set-aside, potentially opening the opportunity to a broad range of contractors. The NAICS code 541330 for Engineering Services indicates a size standard of $47.0M, suggesting significant potential for qualified firms. The project is classified under PSC category 3010 for Torque Converters and Speed Changers, highlighting its specialized technical nature. While no specific award value is mentioned, the complexity of the project and the requirement for high-level engineering expertise suggests a substantial contract value. The government is conducting market research to identify potential sources, with a particular interest in small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The first phase of the project will involve extensive technical analysis and design review, with potential for future phases of implementation.

The Government is preparing to issue an engineering services contract for Phase 1 of redesigning the B-1 Secondary Power Torque Converter. These redesign efforts shall be a comprehensive engineering initiative focused on enhancing the safety, reliability, and maintainability of the B-1 Torque Converter, which is essential to the operation of B-1 Bomber. The Government is seeking to do Phase 1 of this project to include failure mode investigation, study & analysis, a review of system requirements verification, and an analysis of alternatives.
The existing Torque Converter design is proprietary to Honeywell INC. There is a certain amount of proprietary data involved with mating parts that may have to be obtained by the contractor. The work required for this contract should be by a qualified source which has experience in manufacturing, testing, and design secondary power systems and auxiliary power units. The design of this hardware is very complex and the highest engineering standards will be sought. Further details of the performance requirements will be addressed in a Statement of Objectives.
The program is managed by the government, with contractors providing expert operational, technical, and engineering support to accomplish the objectives of this program. The primary goal is to improve the overall safety, reliability, and maintainability of the Torque Converter. To achieve this, contractors are tasked with researching and designing improvements and require access to OEM data for successful program performance.
