About this opportunity

NASA Ames Research Center issued a sole-source justification notice for a Firm-Fixed-Price, Indefinite-Delivery, Indefinite-Quantity contract (80ARC025D0006) awarded to Prismatic, Ltd. on July 22, 2025, to provide High Altitude Long-Endurance (HALE) aviation services using the PHASA-35 platform. The contract encompasses payload integration, aircraft modifications, ground and flight testing, real-time data transmission, and logistics support for stratospheric operations at altitudes of 55,000 to 65,000 feet to support Air Force Research Laboratory remote sensing and sensor validation missions. The sole-source justification is based on the PHASA-35 platform's unique capabilities, including multi-month stratospheric endurance, 30-pound payload capacity, precision navigation, and rapid sensor integration that are not available from alternative sources. The contract was awarded under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2), with a maximum order limitation of $10,000,000 and an ordering period extending from July 23, 2025, through April 17, 2030. The contract ensures compliance with NASA, Department of Defense, and aviation safety standards while supporting critical remote sensing missions.
