About this opportunity
The Department of Health and Human Services Indian Health Service (IHS) Bemidji Area has published a Special Notice of Intent to Issue a Sole Source Award for pharmacy switching services at the Red Lake Indian Hospital in Red Lake, Minnesota. The contract will be awarded on an 8(a) sole source basis to Change Healthcare/Optum under FAR Part 12 commercial items acquisition procedures and FAR Subpart 13.5 simplified procedures. The IHS determined that only one responsible source can satisfy the agency's requirements due to proprietary data, licensing rights, and the vendor's unique ability to interface with the Red Lake Service Unit's RPMS DOS system. The anticipated contract period consists of a base year plus four one-year options, with a firm-fixed price structure and an estimated total value of $24,720.00.
The primary objective of this acquisition is to procure pharmacy switching services that enable the Red Lake Indian Hospital to submit pharmaceutical claims electronically to third-party drug plans for reimbursement. The specific services required include switch connectivity, claims edits (pre- and post-submission), card finder functionality, Sure-scripts web services, and Medicare eligibility verification services. The notice indicates that no other vendor has been identified as capable of providing these services with compatibility to the IHS RPMS computer system without extensive national-level system redevelopment and IHS Office of Information Technology certification. The due date for the special notice is March 9, 2026, and the contract specialist point of contact is Mary Simon at mary.simon2@ihs.gov. This notice of intent is not a request for competitive quotes, though interested parties may identify their interest in the acquisition. The NAICS classification for this requirement is 513210 (Software Publishers).
