About this opportunity
The Department of Labor's Office of Workers' Compensation Programs (OWCP) is seeking a comprehensive Pharmacy Benefits Management (PBM) services contract to support four compensation programs: Black Lung, Energy, Federal Employees' Compensation Act (FECA), and Longshore. The solicitation seeks a single-award, fixed-price contract with a robust set of requirements including maintaining a pharmacy network, processing claims, implementing drug formularies, and providing customer support services. Potential offerors must demonstrate capabilities in managing prescription drugs, durable medical equipment, and diagnostic services across these programs. Questions regarding the Request for Proposal (RFP) must be submitted by October 21, 2024, at 1:00 PM EST to Philip Ward and Helen Williams, with responses to be published as amendments on sam.gov. The evaluation will likely focus on technical capabilities, past performance, pricing (including AWP discounts, rebates, and service fees), and the contractor's ability to meet complex implementation and operational requirements.
The contract is an unrestricted solicitation with no specific small business set-aside, using NAICS code 524292 with a size standard of $45.5 million. The performance period includes a 15-month base period (April 25, 2025 - July 24, 2026), four 12-month option periods, and a potential 9-month award term. The contractor must establish a pharmacy network covering 90% of claimants within 2 miles in urban areas and 5 miles in suburban areas, provide 24/7 customer support in English and Spanish, and fully implement all systems within one year of contract award. The place of performance is Washington, DC, with services delivered nationwide to support OWCP program beneficiaries. While specific total contract value is not explicitly stated, the pricing workbook indicates projected spending across all periods of approximately $1.93 billion, suggesting a significant contract opportunity for qualified PBM service providers.
