This pre-solicitation notice is issued in accordance with FAR Part 5.
The VA Office of Acquisition and Logistics, National Acquisition Center intends to issue Request for Proposal (RFP) VA-797-11-RP-0069 for "just-in-time" distribution of Government contracted pharmaceuticals to VA facilities, other Government agencies and State Veterans Homes in the 50 United States, Washington, DC, Puerto Rico, U.S. Virgin Islands, Saipan, and the Philippines. Base performance period for the resultant contract is two years, with 3, two-year options that may be exercised unilaterally by the Government. The NAICS Code for this procurement is 325412 with a small business size standard of 750 employees.
The proposal line items for the Great Lakes and Heartland Region will be set-aside for the exclusive participation of small business concerns, provided that a minimum of two offers are received from responsible small business concerns. The Great Lakes Region consists of Veterans Integrated Service Networks (VISN) 11 and 12 plus Other Government Agency (OGA) facilities co-located within the region. The Heartland Region consists of VISNs 15 & 16 plus OGA facilities co-located within the region.
The remainder of the proposal line items will be solicited under unrestricted, competitive negotiated procedures in accordance with Federal Acquisition Regulation Part 12.
Indefinite-Delivery, Requirements-Type Contracts will be made for each of the 14 Regions of the solicitation.
The net cost of the products to be distributed under the resulting contract will be the combination of the product price and the awarded distribution fee. Prices for the pharmaceutical products to be distributed under the Pharmaceutical Prime Vendor (PPV) Program have been established separately through Federal Supply Schedule (FSS) contracts, VA National Contracts, Blanket Purchase Agreements (BPAs) and Basic Ordering Agreements. The solicitation will require offerors to propose a fee for the distribution of pharmaceutical products.
The solicitation will require that offerors have the logistics capabilities and experience to service the approximately 750 customers with next-day deliveries. Among other things, prime vendors shall stock and deliver thousands of pharmaceutical items directly to ordering facilities. In addition to next-day deliveries, web-based ordering system with inventory management capabilities, consolidated paperless invoices, bar-coding of drugs and facility shelves, and consolidated report generators shall be required,
Solicitation VA-797-11-RP-0069 will be electronically issued on or about April 28, 2011 with an anticipated closing date of June 9, 2011. The solicitation, any future amendments, and other miscellaneous documents will be available electronically for download at: http://www.fedbizopps.gov. No paper copies of the solicitation will be available. Interested offerors are advised to continuously check this website for any changes to the solicitation. The Department of Veterans Affairs (VA) National Acquisition Center is conducting market research to assess industry capabilities for distribution services of a wide range of pharmaceutical products directly to VA and participating other Government agencies for VA's Pharmaceutical Prime Vendor Program and the availability and capability of qualified small business sources. This announcement is not a request for proposals and no solicitation is available at this time. The purpose of this sources sought notice is to conduct market research only. Respondents must have at least five years of experience in pharmaceutical distribution.
The Pharmaceutical Prime Vendor (PPV) will be required to stock pharmaceuticals and distribute a broad range of pharmaceutical items to VA and Other Government Agency (OGA) facilities located in the 50 United States, Washington, D.C., Puerto Rico, the Philippines, U.S. Virgin Islands, and a single location in the Mariana Islands. Prices for the pharmaceutical products distributed under PPV program are priced by Federal Government contracts such as the existing Federal Supply Schedule Program, national contracts, Blanket Purchase Agreements and other Federal government contracts. Potential sources will be required to have an established web-based ordering system. Electronic order placement will be made daily by ordering facilities, with next-day delivery required to participating facilities located within the continental United States and 72-hour delivery required for facilities located outside the continental United States. A myriad of reports will be required to be provided under the program.
Consistent with VA's Veterans First Contracting Program, VA is particularly interested in identifying Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses with the requisite experience and capabilities to perform as a Pharmaceutical Prime Vendor. The response to this notice, along with other market research conducted by the VA National Acquisition Center will form the basis for developing the Pharmaceutical Prime Vendor acquisition strategy for the new and ensuing contract(s). Interested firms having the requisite experience and capabilities are encouraged to e-mail both German Arcibal (german.arcibal@va.gov) and Susan Proctor (susan.proctor@va.gov) no later than February 22, 2011. Responses must be addressed to both Mr. Arcibal and Ms. Proctor and include company name, address, web site, if any; point of contact, including phone number and e-mail address; and the states or geographical areas covered by the company. In addition, respondents should include the company's socioeconomic status, e.g., small business, service-disabled Veteran-owned small business, Veteran-owned small business, small disadvantaged business, Historically Underutilized Business Zone (HUBZone) small business, small disadvantaged business, and women-owned small business. Service-disabled Veteran-owned small businesses and Veteran-owned small businesses should also indicate whether the firm is verified by VA in the Vendor Information Pages (VIP) Database at www.vetbiz.gov.
