About this opportunity
The United States Air Force, operating through the 31st Fighter Wing and United States Air Forces in Europe - Air Forces Africa, is seeking to procure two Phantom AZL-15 Airfield Lighting Kits through a single firm fixed-price purchase order. These specialized lighting systems are portable airfield marking systems capable of steady overt and infrared marking, synchronized overt/infrared strobe, and visible lighting detectable by airborne aircraft from seven nautical miles away. The procurement follows commercial item acquisition procedures under NAICS code 335129 and will be awarded to the responsible vendor offering the best value based on technical capability, price, delivery terms, and past performance. This is a brand name requirement due to the unique specifications and proprietary design of the Phantom AZL-15 system, which meets USAF standards and is considered the AFSOC industry standard for airfield lighting equipment. Interested vendors must submit their quotes by July 14, 2025, at 1500 Central European Time, with quotes remaining valid for 90 days and all questions submitted in writing to the designated points of contact.
This solicitation does not utilize any set-aside designations and is open to all qualified vendors, though market research identified only three vendors with this specific product and no competitive alternatives were found. The procurement requires two complete kits, with each kit containing 15 Phantom AZL-15 lights, one transmitter, and one case, under the overall part number AZL-PK9001-AZL15. The contract award value is redacted from the available documentation, though the government has conducted a single source justification due to the specialized nature of the equipment developed with input from DARPA and AFSOC units. Direct delivery is required to Aviano Air Base, Italy, with a delivery deadline of August 15, 2025. The procurement is managed by the 31 Contracting Squadron with Contracting Officer Joshua M. Largent, MSgt, USAF, who determined that only a single source is reasonably available under Federal Acquisition Regulation guidelines.
