About this opportunity
The Library of Congress has issued a Special Notice for a preventative maintenance and service contract for its Parameter Generation and Control (PGC) environmental chambers. The notice, filed in accordance with FAR 5.2, describes a sole-source procurement opportunity with Parameter Generation and Control, Inc. for maintaining specialized environmental testing equipment used in the Preservation Research and Testing Division. The contract will cover six environmental chambers, including two walk-in and four reach-in units, and is structured with one base year and potential for three optional additional years. This procurement is specifically for comprehensive maintenance services, including onsite visits, parts repair and replacement, software support, and technical assistance. The contract opportunity was publicly posted on March 14, 2025, with responses due by March 26, 2025.
The primary objective of this contract is to ensure ongoing maintenance and operational readiness of critical environmental testing chambers used for research on material aging and preservation. Contractors must be specifically trained and authorized by PGC to service these proprietary units, with requirements including two annual preventative maintenance visits, emergency repair support, and detailed service reporting. Service expectations include onsite response within 10 business days of request, submission of comprehensive service reports within two business days after each visit, and unlimited priority technical support via phone and email. All parts must be PGC-certified and come with a 12-month unconditional warranty. Market research conducted in 2024 confirmed PGC as the sole viable provider, with no other vendors capable of providing complete service and replacement parts. The total estimated contract value covers the potential four-year period, with travel costs adhering to GSA Federal Travel Regulation rates and requiring pre-authorization from the Contracting Officer's Representative.
