About this opportunity

The Library of Congress Conservation Division has issued a Special Notice for preventive maintenance and repair services for specialized HVAC units that control environmental conditions in the Conservation Division Secure Storage Facility and the Gutenberg Bible display case. This notice, posted on June 24, 2025, announces the Library's intent to award a sole-source contract to Parameter Generation and Control, Inc. for maintaining these critical climate control systems. The contract is structured as an Indefinite-Delivery, Indefinite-Quantity (IDIQ) arrangement spanning five ordering periods from September 2025 through August 2030. The Library has determined that Parameter Generation and Control is the only vendor capable of providing comprehensive service for their proprietary HVAC equipment. A Justification and Approval document supporting the sole-source determination is included with the notice.

The primary objective of this contract is to ensure proper environmental conditions are maintained for preserving nationally important collections, including the Gutenberg Bible display and other sensitive materials in secure storage. Contractors interested in this opportunity must review the attached documentation by the July 10, 2025 deadline, though the sole-source nature limits participation to Parameter Generation and Control, Inc. Key requirements include two annual onsite preventive maintenance visits, ongoing remote technical consultation, emergency repair services within 72 hours, and annual replacement of temperature and humidity sensors. The contractor must maintain personnel qualified specifically on PGC climate control equipment and provide services to keep HVAC units operating at precise environmental conditions of 53 degrees Fahrenheit and 50% relative humidity. All service personnel will be escorted by Conservation Division staff during visits to the Capitol Hill campus, and travel costs will be regulated under Federal Travel Regulations.

Notice text

This is a public notice in accordance with FAR 5.2 Synopsis of Proposed Contract Actions.

The Library of Congress (Library) Conservation Division (CD) requires contract support for regular preventive maintenance as well as non-planned ad hoc service and repairs for the standalone HVAC units that condition the CD Secure Storage Facility (SSF) and the Gutenberg Bible display case. Regular preventative maintenance and non-planned service and repairs shall be provided for all Parameter Generation and Control (PGC) equipment, systems, and supporting components that comprise the SSF and Gutenberg case. Regular preventative maintenance must include two onsite service visits per year, ongoing phone and email consultation to troubleshoot and remediate equipment malfunctions, and service documentation. In some cases, the Library may require emergency services as prompt repair is required to avoid the removal of the Gutenberg Bible from display or the housing of other nationally important collections in improper environmental storage conditions for an extended period.

In accordance with LC06.305 Availability of Justification, the Justification and Approval (J&A) to issue a sole-source contract to Parameter Generation and Control, Inc is posted with this notice. Please see the attachments section for the J&A and Statement of Work (SOW).
