About this opportunity
The Naval Air Warfare Center, Weapons Division, China Lake issued a Notice of Intent to sole source a firm fixed price contract to Reynolds Systems Inc for PETN Pellets (Qty 30) by June 16, 2026. This is not a request for quote; no competitive solicitation will be issued. Reynolds Systems is identified as the original equipment manufacturer and sole source with direct knowledge of the requirement, having acquired specialized expertise in handling and transporting PETN Pellets during a FY23 contract. The government states that replicating this capability with an alternative vendor would result in unacceptable cost duplication and project schedule delays, justifying the sole source award under FAR 6.103.1.
Interested parties may submit a capability statement by June 16, 2026 to gwynn.l.hartkopf.civ@us.navy.mil, referencing solicitation N68936-26-SIMACQ-D550000/E550000-0198. The statement must demonstrate ability to perform the work without compromising quality, accuracy, reliability, and schedule. All vendors must maintain Active SAM.gov registration prior to submission and hold Defense Logistics Information Services (DLIS) certification to access Controlled Unclassified Information. The government cautions that SAM registration processing requires 10–15 days.
