About this opportunity
The Defense Health Agency, through the United States Army Medical Research Division - West (USAMRD-W), has issued a Request for Information (RFI) and Sources Sought Notice seeking research and development support for a military-specific Personalized Normative Feedback (PNF) intervention. This market research initiative aims to identify qualified sources capable of designing, refining, and evaluating an intervention specifically targeted at reducing problematic alcohol use among active-duty military personnel. The notice emphasizes that this is for planning and market research purposes only and does not constitute a solicitation or obligation. The project falls under NAICS code 541720 - Research and Development in the Social Sciences and Humanities. Interested parties must submit capability statements or fact sheets by September 2, 2025, with electronic submissions accepted via email.
The primary objective of this three-year study, scheduled to run from January 2026 to January 2029, is to develop and evaluate a PNF intervention that not only addresses alcohol misuse but also reduces associated problematic behaviors such as domestic violence, depression, and suicide among military personnel. The research will be conducted in two phases: developing the intervention tool with a Community Advisory Board and implementing the intervention on the Qualtrics platform, targeting 125 participants annually. Key requirements include developing PNF software, obtaining unit support letters, collecting and analyzing data, and producing a validated alcohol PNF intervention training program. Eligible contractors must demonstrate knowledge and capabilities in research and development related to personalized normative feedback interventions, with particular emphasis on requiring a lead investigator with extensive clinical psychology and military behavioral health research experience. Only capability statements and fact sheets will be accepted for this market research effort, with responses due by September 8, 2025, at 10:00 AM EST.
