The purpose of amendment 77344421Q0031-000001 is to extend the response deadline to May 17, 2021.

The DFC Acquisition Office has a requirement for a Personal Services Contractor (PSC) full-time equivalent Program Associate, Portfolio for Impact and Innovation. This solicitation will only be open to individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC. The level of effort and responsibility is generally equivalent to a GS-11, Step 1 through GS-12, Step 3.

The Program Associate, Portfolio for Impact and Innovation (PI2) personal services contractor (PSC) will report to the Managing Director, Social Enterprise Finance in the Office of Development Credit (ODC).  The work of ODC involves providing medium- to long-term funding through direct loans and loan guaranties to international emerging markets investment projects and companies across a variety of sectors as a complement to private sector funding. The PI2 provides specialized funding to bridge the financing gap for early-stage social enterprises with innovative solutions to challenges facing the developing world.

Incumbent of this position serves as a junior officer supporting the ongoing development, administration and reporting of PI2, which is a financing program supporting early-stage companies.  The incumbent will also support other officers on the most complex, sensitive, or precedent-setting finance projects.  The incumbent is responsible for supporting the full range of activities related to process transactions from business development, initial screening through due diligence, negotiating and structuring, approval, documentation, closing and funding.   The incumbent is responsible for independently working on key aspects of PI2 portfolio administration, which will require leading quarterly and annual reporting efforts, providing analysis on the portfolio, coordinating with internal and external stakeholders and leading special initiatives as required.  At this level, the incumbent provides critical support that involves business development, analysis of issues, representing the agency when no need for agreements outside of already established parameters is expected, and negotiating with other U.S. agencies, private consultants, or foreign governments on language in documents to which the United States Government is or will be a signatory.   Work may be conducted in any country and any sector (including housing, service industries, manufacturing, agribusiness, and on-lending to micro finance and banking institutions).

The Government intends to offer a firm fixed price contract to the individual whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated period of performance is July 2021 to July 2022 with four (4) one-year option periods which will be exercised at the Government’s need or discretion. The Government may issue more than one award from the solicitation.

Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Applications and quotes will be evaluated using the factors identified in the RFQ attached. Noncompliance may be grounds to eliminate the quote from consideration for contract award.

No hardcopies of the solicitation will be issued.
