About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking repair and modification services for periscope subassemblies classified under optical sighting and ranging equipment (PSC 1240). The Government intends to solicit and negotiate with a single source under FAR 6.302-1 authority, as the Government does not own the data or rights necessary to procure this part from alternative sources, and reverse engineering has been deemed uneconomical. While this is a non-competitive procurement action, all responsible sources may submit proposals, quotations, or capability statements to express their interest and capability to respond. The Government will consider all proposals received within 45 days of publication (or 30 days if award is issued under an existing Basic Ordering Agreement) and retains sole discretion to determine whether to conduct a competitive procurement based on responses received. Interested parties may also identify commercial item alternatives within 15 days of this notice. The pre-solicitation notice was posted on October 29, 2024, with a due date of October 30, 2025.
This procurement carries no set-aside designations and involves the repair and modification of three units of periscope subassemblies (NSN 7H-1240-015583565, TDP Version 008) with delivery on a free-on-board origin basis. No incumbent contractor information or specific award value is disclosed in this pre-solicitation notice. The acquisition is subject to applicable trade agreements provisions, including the Buy American Act, Free Trade Agreements, and the World Trade Organization Government Procurement Agreement, depending on which Defense Federal Acquisition Regulation Supplement (DFARS) clauses are included in the final solicitation. The Government is not applying commercial item acquisition policies under FAR Part 12 based on its market research findings. Contractors interested in this opportunity should monitor for the formal solicitation and consider submitting capability statements to document their qualifications for this specialized repair work.
