The US Citizen and Immigration Services (USCIS), a civilian agency under the Department of Homeland Security, issued this Special Notice on November 17, 2025, seeking a vendor to provide periodical subscription management services. The notice indicates that USCIS requires online subscription management and access to research materials for personnel at its Camp Springs, Maryland location. The vendor must be already registered in SAM.gov to participate in this opportunity. This Special Notice serves as a preliminary market research announcement, with the agency planning to issue a full solicitation within 2-3 months after identifying qualified vendors. The primary objective is to secure a vendor capable of obtaining and managing online subscriptions to 25 different periodicals and publications from international sources, ensuring access for up to 10 personnel within 5-7 days of subscription activation. Key requirements include providing electronic access to publications for the Office of Refugee, Asylum and International Operations (RAIO) research team and maintaining continuous subscription accessibility throughout the 12-month contract period of performance. Eligible contractors must be registered SAM.gov vendors and capable of managing subscriptions that encompass varying frequencies, ranging from single issues to 365 issues annually, with most access periods extending through 2026. The subscription portfolio includes major publications such as Financial Times, The Economist, BBC News, The New York Times, and Al-Monitor, designed to support research and international operations analysis.
