About this opportunity
The Defense Logistics Agency Aviation (DLA Aviation) is seeking to establish a Performance-Based Logistics (PBL) program for secondary and ground-based auxiliary power systems supporting multiple military aircraft platforms. The procurement encompasses approximately 300 depot-level repairable items across 25 Federal Supply Codes, including components for the A-10, B-1, B-2, E-3, F-15, KC-46, F-16, F-22, F-35, E-7, C-130, and ground start carts. The contractor will be responsible for repair and replacement services, inventory management, warehousing, configuration management, obsolescence management, technical training, and sustaining engineering while meeting specified response times for both continental United States (CONUS) and overseas (OCONUS) delivery. Performance will be evaluated using availability and reliability metrics based on aggregate flight hours, operating hours, or other relevant usage measurements, and contractors must demonstrate capabilities across 18 specific areas including PBL experience, manufacturing and repair qualifications, facility and transportation capabilities, quality certifications (ISO 9000/9001, AS9100, NADCAP), and government source inspection experience. This is a Sources Sought notice posted on April 29, 2026, with a response deadline of May 31, 2026, and interested parties must address all 18 capability questions as part of their market research submission.
This pre-solicitation notice contains no set-aside designations, though the government has indicated particular interest in small business concerns, including 8(a) entities, Service-Disabled Veteran-Owned businesses, HubZone firms, and Women-Owned enterprises. Honeywell International Inc. is identified as the original equipment manufacturer with design control and limited data rights for the affected systems. The anticipated contract will operate on a five-year base period with one five-year option, providing a total ten-year performance period for logistics support services. While no specific award value or budget range is disclosed in this Sources Sought notice, the scope encompasses over 400 parts and components across multiple military aircraft platforms, suggesting a substantial contract value. All respondents must demonstrate current registration in the Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and Web-Based wide Area Work Flow (WAWF) systems, and provide evidence of cybersecurity efforts and continuity of operations planning capabilities.
